Windsor Town Council Council Chambers - Town Hall November 13, 2000 - Regular Meeting Unapproved Minutes
Mayor Hogan called the regular meeting to order at 7:30 PM. Mayor Hogan read the proclamation for Fire Chief Smith Alice Schaeffer, 75 Portman Street, submitted a petition of AARP 101, indicating the seniors of Windsor feel they are getting the run around and would like to receive a new senior center. Chairman Joseph Novak gave the report. WHS - phase 1 is essentially complete and Phase 2 has started. The budget is pared down. Rainbow Road Firehouse - pavement is complete, sheetrock will start this week. It should be ready by December. 330 Windsor Avenue - turned back to the Council and awaiting further direction. Asbestos Abatement Project - complete. Deputy Mayor Curtis made a motion to move items 12 a. and 12 b. to this point in the agenda, seconded by Council member Haverstock. The Motion Passed 9-0-0. 12 a. Human Relations Commission Annual Report to the Town Council Bill Prowdy gave an overview of the 20-year-old Commission which consists of about 10-12 members, noting there are vacancies. 12.b. Presentation from Friends of the Windsor Skate Park Dr. Bob Gange gave an overview of the progress of the skate park. The park has been opened since July and during 103 days 1,578 youth attended - 94% Windsor residents and 6% non-residents. There were 57% skateboarders, 28% in-line skaters and 15% roller skaters. A total of 65 season passes were sold. He indicated Captain Triggs said this was the first summer with no reports of problems with skaters in town. PAL and the Friends of the Windsor Skate Park raised about $8,000. Please insert. Council member Haverstock asked the manager for more information regarding Boards and Commissions consolidation. Council member Ristas asked the manager for information regarding group homes in Windsor. Council member Pacino - thanked AJ Right for the invitation and said it was a nice event. He congratulated those involved in the 'Giants building' Council member Trinks - congratulated and thanked the organizers of the Halloween festival. The Jaycee Coffee Stop will be held on 11/26. Mayor Hogan - thanked groups who participated in the Metro Parade and the organizers of the Veteran's Day ceremony. The caravan of carriages is this weekend. Community Service Club and Foodshare are collecting food for the needy. She thanked the seniors for their input regarding a new senior center. No other council members had communications. Finance Committee - Council member Trinks - met on 10/6/00 - agenda items. Health and Safety - Council member Broxterman - met this evening - agenda item. Special Projects - Council member Simon - met twice since the last Council meeting; discussed Windsor's Brand Name. The Committee will be bringing the issue to the Council soon. They also discussed the amphitheater, which will be discussed at their next meeting. Town Improvements Committee - Deputy Mayor Curtis - met twice since the last Council meeting and discussed rehabilitation tax incentive program. Mayor Hogan read the proposed ordinance. Attorney McPhearson, a partner of Robinson & Cole of Hartford, gave an overview of the proposal regarding Loomis Chaffee School which desires to begin a gymnasium expansion in the near future which will likely impact the floodplain, much of the campus current resides. Mayor Hogan referred the matter to the Health and Safety Committee. Council member Trinks made a motion, seconded by Council member Simon, to set a public hearing for December 4, 2000 at 7:15 PM - to Introduce an ordinance amending Chapter 3, Article III, Section 3-41, Floodplain Management Ordinance, of the Windsor Code. The Motion Passed 8-0-0 with Council member Broxterman out of the room. None. Council member Trinks gave an overview regarding the BOE's safety report wherein it was recommended that the walkways at Clover Street Elementary School be fenced or enclosed to allow for better control of access to the school. The PBC presented a report in September which outlined 4 fencing options. It was then referred to TIP and the Finance Committee for review and recommendation. The TIP recommended Option B to be funded in an amount not to exceed $180,000 The Finance Committee discussed funding sources and preferred the use of the Capital Outlay Reserve Fund. There is currently $76,585 available in funding ($40,700 available in Town Support for Education and $35,885 in Capital Outlay Account 02-540) for the project. This leaves a deficit of about $104,000. Council member Haverstock said he does not feel this is a safety issue and does not feel 6-7 foot high fences are appropriate for children. Council member Albano said he is against iron bars which will give a bad impression for the children. Council member Ristas said he does not see this as a safety issue and noted this came to the Council as an off-budget item. He feels the BOE can fund it out of its budget if it deems necessary. Council member Simon made a motion, seconded by Council member Trinks, for a 5-minute recess. The Motion Passed 9-0-0. Council member Simon made a motion, seconded by Council member Trinks, to authorize the Clover Street School Walkway Project in an amount not to exceed $180,000 and approve an additional appropriation of $104,000 from Unreserved, Undesignated Capital Outlay Fund Balance to meet the above authorization. The motion passed 5-4-0 with Council members Albano, Haverstock, Pacino and Ristas opposed and the remainder in favor. Peter Souza gave an overview and Robin Neumann showed pictures of the interior of the proposed facility. Council member Haverstock said he wished the environmental issues and deferred maintenance issues was revealed when the 'gift' was made. Council member Ristas indicated his wife works for the Discovery Center, however, he does not feel there is a conflict. Council member Ristas made a motion, seconded by Council member Albano, resolved that 330 Windsor Avenue be used for at least the following activities: Caring Connection, Recreation programming, multi-purpose activity/meeting space for community organizations. The Motion Passed 8-0-0 with Council member Pacino out of the room. Council member Pacino said he is opposed because payment is proposed to be made in one lump sum. Council member Haverstock made a motion, seconded by Council member Broxterman, to authorize the 330 Windsor Avenue Renovation Project, Phase One, in an amount not to exceed, $435,000, and approve an appropriation of $435,000 from the Unreserved, Undesignated General Fund Balance to fund Phase One. The Motion passed 8-1-0 with Council member Pacino opposed. Council member Broxterman made a motion seconded by Council member Trinks, to authorize the purchase of two thermal imaging cameras from funds set aside in the Capital Projects Fund - Fire Equipment Account (02-530) in an amount not to exceed $63,000 and requested that the town manager secure an additional $9,000 from another account. The motion passed 9-0-0. Council member Albano made a motion, seconded by Council member Ristas, to add the following items to the agenda: Item A. The motion passed 9-0-0. Council member Simon made a motion, seconded by Council member Trinks, to approve the minutes of the public hearing on Goslee Pool bond ordinance. Correction: Alice Schaeffer lives on 76 Portman Street. The motion passed 9-0-0. Council member Simon made a motion, seconded by Council member Trinks, to accept the minutes of the regular meeting of October 16, 2000. Correction: Lobach was misspelled. The Motion Passed 9-0-0. Council member Haverstock made a motion, seconded by Council member Broxterman, to go into executive session regarding a. strategy and negotiations with respect to pending claims and litigation (Reid vs. Town of Windsor), b. Strategy and negotiations with respect to pending claims and litigation (Bromson vs. Town of Windsor); c. Strategy and negotiations with respect to pending claims and litigation (Gasprino vs. Town of Windsor); d. Discussion concerning the sale and purchase of real estate, pursuant to 1-200 (6) (d) of the Connecticut general Statute; and e.
