Resolution Honoring Windsor Explorer Post 340 Council member Pacino read the resolution honoring and recognizing the Windsor Police Explorer Post 340 for their hard work, dedication and service to the citizens of Windsor and the Greater Hartford Region. 5. PUBLIC COMMUNICATIONS AND PETITIONS None. 6. BOARD OF EDUCATION REPORT No one from the BOE was present. 7. TOWN MANAGERS REPORT Yankee Gas Donates Funds Connecticut Yankee Gas recently presented the town with a donation of $500.00 for the Windsor Fuel Assistance program. Arrangements are being made for a meeting to de-brief last Decembers break in gas service. This meeting will be held in conjunction with the next Civil Preparedness meeting scheduled for mid-April. Representatives of Yankee Gas will be present to answer questions. This meeting will be open to the public and will be held here at the Town Hall. New Tax Collector Hired Ms. Corinne Aldinger, currently the Deputy Tax Collector for the Town of Ellington will be joining our staff on April 10, 2000 as the new Town of Windsor Tax Collector. Ms. Aldinger holds an Associate Degree in Business from the University of Hartford as well as a certificate for Municipal Tax Collector from CCMC and a CT Real Estate License. Ms. Aldingers professional experience include five years as Assistant Tax Collector in Ellington from 1989 1994, and five additional years, (1995-present) as Deputy tax Collector. She is filling the vacancy of Sonia Kessler, who recently retired after 15 years of service with the town.
Officer of the Year Officer William Priester has been described by his fellow employees as a person with a great attitude. He is attentive to detail, eager to assist his fellow officers, and treats others with a great deal of respect. It comes as no surprise then, that Officer William Priester has been nominated and selected by his peers to receive the "Outstanding Officer of the Year" award which is sponsored by the Windsor Exchange Club. Each year, the Exchange Club holds a law enforcement recognition night at which the club honors an outstanding member of the Windsor Police Department. Officer Priester will be recognized at an Exchange Club dinner this Wednesday night, March 8, 2000 for his hard work.
Wilson Neighborhood Conference The "All About Wilson" Neighborhood Conference is only five weeks away! It will take place on Saturday, April 8, 2000 at the L.P. Wilson Community Center from 8 a.m. to 4:15 p.m. Bernadine Silvers, the 1999 Hartford Courant Citizen of the Year will be the keynote speaker. The Superintendent of Schools and myself will also be speaking that day. There will be presentations on the many projects underway in Wilson including 330 Windsor Avenue, Hopewell Baptist Church and improvements to the Wilson Boat Launch. In the afternoon you will have the opportunity to attend a number of breakout sessions on topics of concern to residents ranging from: Partnering with Schools for your Childs Educational Success to Basic Home Repairs and Maintenance. Breakfast, lunch, transportation and child daycare will be provided free to those who attend the conference. The Conference is being sponsored by the Town of Windsor in conjunction with: ABB, ABB ALSTON POWER, Windsor Federal Savings and Loan Association, Carmon Funeral Homes, FBMW Carpet Installation, Windsor Chamber of Commerce, Sage Park Community Service Club, Windsor Shopping Center, Taylor and Fenn, Raymond B. Sweet Story Enjoyed by Sunday Readers Yesterdays edition of The New York Times, featured photographs of Northwest Parks famous "Sugarmeister", Chuck Drake and information highlighting the maple sugar season in Connecticut. In the article, Ron Olsen, from the Department of Connecticut Department of Agriculture spoke about the growing popularity of visiting maple sugar houses and the impact maple sugaring has had on Connecticuts economy. "When families visit sap houses found throughout the state, they are part of an emerging business of "ag-tourism", combining a family outing with an opportunity to learn more about agriculture." Northwest Park and its quality programming will play a major role in upcoming tourism initiatives between the town and the Chamber of Commerce.

Council member Broxterman -- Casino Night will be held on 3/11/00 from 7:30 PM-12 Midnight at the airport Sheraton Hotel; the money will be used to install lights on Field One. Council member Trinks-- reminded everyone to vote tomorrow for the presidential preference. He was approached by a gentleman regarding the WOL clubhouse who was interested in matching the volunteer service program. Deputy Mayor Curtis -- none. Mayor Hogan -- felt it was great to have newspaper publicity, which the Manager reported on, about Northwest Park. 9. REPORTS OF STANDING COMMITTEES Health and Safety Committee -- Council member Broxterman -- none. Town Improvements - Deputy Mayor Curtis -- met on 2/28/00 - two items are on the Council agenda. They still have Clover Street Field House on their agenda. A meeting is scheduled for next Monday at 6:30 PM. Special Projects -- Council member Simon -- no meeting. Finance Committee-- Council member Trinks -- two agenda items. 10. ORDINANCES None. 11. UNFINISHED BUSINESS a. Town Manager Evaluation Mayor Hogan gave a brief background including the Year 2000 community goals set by the Council as follows: A Healthy Community, Broad Based Development, Healthy People, Effective Partnership in Regionalism and Service Delivery and Healthy Organization. Council member Trinks made a motion, seconded by Council member Haverstock, that the Town Managers salary be increased from $95,000 to $98,000 per year, retroactive to January 1, 2000 and that the Town Manager receive a bonus of $3,000. The Motion Passed 9-0-0. 12. NEW BUSINESS a. Board of Ethics Annual Report to Town Council Mr. Jim Parker, 21 Cobble Stone Way, gave a report. The five-member Board meets four times a year. Last year the Board rendered only one opinion. The opinions are strictly advisory positions. The Boards minutes are filed with the Town Clerk. b. Abandonment of portions of Stone Road Tom Lenehan gave a brief overview and presentation. Portions of the road are no longer used by the Town of Windsor and can be abandoned and any interest quit claimed to the abutting landowner, River Bend Associates. The abandonment has been requested by them in order to market the adjacent property without this encumbrance. Utilities including electric, water, telephone and cable continue to utilize this abandoned roadway. The portions include about 2.7 acres of land. Council member Broxterman made a motion, seconded by Council member Simon, that the Town of Windsor abandon portions of Stone Road as described on Schedule A (attached), and that those portions be quit claimed to River Bend Associates, Inc. The Motion Passed 9-0-0. c. Additional appropriation - BOE FY 1999 Surplus Council member Trinks said the surplus came in at $244,000 and the Finance Committee recommended to bring the first two projects to the Council for approval and to ask for further backup on items 3 and 5 for future consideration. Council member Trinks made a motion, seconded by Council member Simon, resolve that $108,610 be appropriated from the General Fund Unreserved, Designated for other purposes to Capital Projects Fund account: (02-534) - Clover Street School - Abate Asbestos Insulation Project. The Motion Passed 9-0-0. Council member Trinks made a motion, seconded by Council member Simon, That $86,530 be appropriated from the General Fund Unreserved, Designated for other purposes to Capital Projects Fund Account: (02-537) - Poquonock Street School - Abate Asbestos Insulation Project. The Motion Passed 9-0-0. d. Appropriation of $44,800 for improvements to the Windsor Recreation Area Deputy Mayor Curtis gave an overview. The Council authorized Town Manager Churchill to enter into an agreement with Vollmer Associates for the design of the Wilson Recreation Area. The project, which was approved by the Department of Environmental Protection under their Municipal Outdoor Recreation Grant Program, is 40% reimbursable up to $44,800. The Town Improvement Committee recommended that this project be presented for funding consideration by Council. Tom Lenehan made a presentation showing the boat launch area and proposed improvements. Deputy Mayor Curtis made a motion, seconded by Council member Albano, That $44,800 be appropriated from the Capital Projects Unreserved, Undesignated Fund Balance to the Capital Projects Fund Account (02-533) Wilson Recreation Area. The Motion Passed 9-0-0. e. Authorization to purchase Fire Department Equipment Council member Trinks gave the background. The fire department is requesting both the Rescue 3 vehicle of the Poquonock Company and the Utility 5 vehicle of the Hayden Station Company be replaced in the very near future. The Finance Committee is recommending to the Council that the Hayden Station vehicle in the amount not to exceed $33,000 be replaced now and that the request for the Poquonock Company vehicle be returned to the Finance Committee after the completion of the Rainbow Fire House. Council member Ristas made a motion, seconded by Council member Haverstock, To authorize the purchase of a new utility service vehicle for the Hayden Station Company from the funds set aside in Capital Projects Account (02-530) Fire Equipment Fund, in an amount not to exceed $33,000. Discussion: The fire department had asked for two vehicles totaling nearly all of the money in the account, Council Member Trinks was in favor of granting the request. Mayor Hogan referred the matter to the Health and Safety Committee. The Motion Passed 8-1-0 with Council member Trinks opposed. f. Resolution concerning recommended uses for 330 Windsor Avenue Council member Ristas recused himself from discussion and action on the remainder of the items under #12 New Business - since they involve daycare programs. Deputy Mayor Curtis said the Town Improvements Committee met on January 27th and reviewed public input regarding possible uses of 330 Windsor Avenue. The committee asked staff to continue to research and review the following uses: adult day care, child day care services, community and recreation uses, including day and evening hours. Peter Souza gave a presentation. Patrick McMahon indicated that there is a need for space in town. Mayor Hogan suggested recruiting community volunteers, i.e. PAL, for sweat equity. Council member Albano distributed a memo containing his projections regarding adult daycare which, in his opinion, would not be profitable to the town. He feels it is premature to pass a motion at this time due to lack of financial support documents. Council member Trinks said he saw the vote just as to refer the issue to the PBC. Council member Pacino said he would support the referral to the PBC. Council member Simon said the Council has to give the PBC an idea of what to look at. Deputy Mayor Curtis made a motion, seconded by Council member Albano, that the Council refer 330 Windsor Avenue to the PBC and ask the PBC to look into the feasibility to having the following activities in the location: Caring Connection, Child day care services, Recreation programs through the Family and Leisure Services Department Multi-purpose activity/meeting space for community organizations. The Motion Passed 8-0-0. g. Appropriation of $75,000 for improvements and design study related to 330 Windsor Avenue Deputy Mayor Curtis made a motion, seconded by Council member Simon, That $75,000 be appropriated from the Special Revenue Unreserved, Undesignated Fund Balance to Capital Projects Account (02-527) 330 Windsor Avenue - Property Purchase and improvements. The Motion Passed 8-0-0. h. Appropriation of $20,000 for operations of 330 Windsor Avenue Deputy Mayor Curtis made a motion, seconded by Council member Broxterman, That $20,000 be appropriated from the Special Revenue Unreserved, Undesignated Fund Balance to Special Revenue Account (03-317) 330 Windsor Avenue - Operations The Motion Passed 8-0-0. 13. RESIGNATIONS AND APPOINTMENTS Council member Trinks made a motion, seconded by Council member Pacino, Item A - to appoint Linda Ricard, as an alternate member to the Aging and Handicapped Commission for a two year term to expire 11/9/2001 or until a successor is appointed. Item F - to appoint Laura Soll-Broxterman to the Library Advisory Board Committee for a one year term to expire 6/30/2000 or until a successor is appointed. Item G - to reappoint Olivia Harvey to the Library Advisory Committee for a three year term to expire 1/31/2003 or until a successor is appointed. The Motion Passed 9-0-0.
