WHS - Phase one - masonry continues, HVAC system is continuing to be worked on, the roof is on the building. The project is on schedule and within budget. Phase two - renovations should be bid out this month. Rainbow Road Firehouse - plans are being worked on. Final approval by wetlands and TPZ should be done this month and the project should be complete this year. 330 Windsor Avenue - a consultant has been chosen. Activities will be moving into the building in June. Milo Peck Community Center Design - the design is in and the project should go to bid in June. Town Hall Roof - this project will go to bid in July.
Poquonock and Clover Street Asbestos Program - bids will be delivered this week. The bids will be opened on May 15, 2000.
Deputy Mayor Curtis made a motion, seconded by Council member Haverstock, to move item 12 a. to this point in the agenda. The Motion Passed 7-0-0. a. Economic Development Commission Annual Report to the Town Council Dave Early, Chairman of the Commission, gave the report and noted this Commission is the advisory body for the town manager. The members of the commission are from the corporate and retail sector. They meet every other month and sometimes have special meetings in the off month. 1999 was very productive for Windsors economic development, more jobs and more corporate development was brought to Windsor. 7. Low Vision Machine Available for Use The Senior Center has a low vision machine available for general public use. The machine is a monitor that magnifies books, magazines, bills and other papers, and can be adjusted for personal needs. The machine is located at the L.P. Wilson Community Center in the Senior Lounge. For more information, call 285-1839.
Youth Fishing Derby The 4th Annual Shad Derby Youth Fishing Derby is scheduled for Saturday, May 13, 2000 from 8:00 AM 11:30 AM at the Bissel Bridge Boat Launch located on East Barber Street. This fishing derby is free to children ages 2-15, and is a great opportunity for young anglers to learn more about fishing, compete for prizes, enjoy the CT River and the excitement of angling. Participants are encouraged to bring their own fishing rods, but if you don't have one, plenty will be on hand to use. Prizes will be awarded in the following categories: Biggest Fish, Smallest Fish, Most Fish Caught and Heaviest Fish, and most variety of fish caught. Its all for fun, and other prizes and will be awarded to participants throughout the morning. In addition, on Thursday, May 10, 2000 a Free Fishing Clinic will be offered at the L.P. Wilson Community Center cafeteria from 6:00 PM 8:00 PM. This free clinic is open to children ages 2-15 and will feature CARE (Connecticut Aquatics Resources Education) volunteers who will teach fishing fundamentals such as stringing tackle, baiting a hook, and casting. Absentee Ballots Absentee ballots for the Budget Referendum are now available in the town clerks office. The town clerks office will be open Tuesday, May 2, until 8 PM and Sunday, May 7, from 10 AM to 1 PM for anyone who wishes to vote absentee. By State Statute, absentee ballots cannot be mailed out for this referendum. Memorial Day Observances Plans are underway for this years Memorial Day observances and parade. Plans are set for Monday, May 29, 2000 and include the traditional observances at Elm Grove Cemetery at 8:00am, Veterans Cemetery at 9:00am and the steps of town hall at approximately 10:00am. Any scout troops, youth sport teams or other organizations wishing to participate in this years parade should call 285-1835 for more information.
Price Rite to join Windsor Shopping Center We are pleased to announce that Price Rite has signed a sub-lease with Walbaums and will opening a new grocery store in the Windsor Shopping Center. The former Waldbaums space will be renovated over the next 10 12 weeks, and we look forward to Price Rite opening in the Fall.
2nd Annual Clown Day Join your neighbors from 1:00 PM to 4:00 PM on the town green this Saturday, May 6th for the 2nd Annual Clown Day! Tiny Bubbles, Cupcake, Tony and Sparkle will be on hand to clown around. Make balloon animals, get your face painted and get help sprucing up your costume. There will be a clown parade, prizes for the best skit, best balloon creation, best magic trick and best clean joke. Bring some change for popcorn, and cotton candy. MEETING TO DISCUSS DECEMBER GAS OUTAGE SCHEDULED The Office of Civil Preparedness will hold a public informational meeting on Wednesday, May 3, 2000 at 7:00 P.M. in the Ludlow Room of the Windsor Town Hall, 275 Broad Street. The focus of the meeting will be to provide an opportunity to debrief and receive public input on the disruption of gas service to Windsor Yankee Gas customers that occurred on December 7, 1999. Council member Simon -- none. Council member Trinks-- The second annual Clown Day is May 6th on the Town Green. Deputy Mayor Curtis -- discussed the little league and hopes for a great season. The first annual downtown Windsor Cruise Night is Friday June 2nd. Broad Street will be closed to traffic for this event. All money raised will go toward the new skate park. Mayor Hogan -- Offered belated condolences to Hazel Sullivans family. Thanked Northwest Park volunteers for their work Saturday morning. Thanked landfill staff for their work. 10. ORDINANCES a. Ordinance dissolving the Air and Water Pollution Abatement Commission Council member Trinks made a motion, seconded by Council member Albano, Be it ordained by the Council of the Town of Windsor: Section 1. An Ordinance creating the Air and Water Pollution Abatement Commission consisting of Sections 9-2, 9-3,9-4, 9-5 and 9-6 of the Windsor Code is repealed. Section 2. Savings Clause. The enactment of this Ordinance shall not operate as an abatement of an action or proceeding previously taken, now pending, or taken prior to the effective date of this Ordinance. All said actions and proceedings are hereby ratified to be continued. Section 3. Severability. All provisions of the Town Code in conflict herewith are hereby repealed and that if for any reason, any word, clause, paragraph, or section of this Ordinance shall be held to make the same unconstitutional, this Ordinance shall not hereby be invalidated and the remainder of the Ordinance shall continue in effect. Any provision herein which is in conflict with the Connecticut General Statutes is hereby repealed, it being understood that said statutes shall take precedence over this Ordinance. Section 4. Effective Date. This Ordinance shall become effective ten (10) days after publication in a newspaper having a circulation in Windsor. The Motion Passed 7-0-0. Council member Broxterman made a motion, seconded by Council member Albano, Be it ordained by the Council of the Town of Windsor: Chapter 14, Article IV, of the Windsor Code is amended to read as follows: Section 1. Section 14 -41. Membership is amended to read as follows: The commission shall consist of nine (9) electors of the Town to be appointed by the Town Council as regular members and three (3) electors to serve as alternates. Each appointee shall require an affirmative vote of not less than four (4) members of the Council. Section 2. Section 14-41. Term of Members is amended such that the existing language shall become subsection (a) and a subsection (b) and (c) shall be added as follows: (b) Terms of Alternate. The term of alternate member shall be five (5) years. (c) Seating of Alternate. The alternate member, when seated as herein provided, shall have all the powers and duties set forth in the Charter for regular members of the Conservation Commission. If a regular member of the Commission is absent or is disqualified, the chairperson of the committee shall designate the alternate to so act. Section 3. Section 14-45. Duties is amended to add a subsection (5) as follows: To exercise any and all duties of the Air and Water Pollution Abatement Commission as they may exist. Section 4. Savings Clause. The enactment of this Ordinance shall not operate as an abatement of any action or proceeding previously taken, now pending, or taken prior to the effective date of this Ordinance. Deputy Mayor Curtis made a motion, seconded by Council member Broxterman, to go into executive sessions pursuant to Connecticut General Statutes 1-210 (b) (7) regarding the contents of real estate appraisals, engineering or feasibility estimates and evaluations made for or by an agency relative to the acquisition of properly or to prospective public supply and construction contracts. The Motion Passed 7-0-0. The Council went into a brief executive session. Council member Simon made a motion, seconded by Council member Albano, to remove items 12 b. and 12. c. from the agenda.
