Mayor Trinks called the Public Hearing to order at
7:16 p.m. to hear budget requests from citizens for
Fiscal Year 2003/2004 budget.
Public Comment
Ms. Susan Knapp, 149 Carriage Way, supports the
school budget to continue the progress that it has
achieved so far.
Ms. Kay Nowiszewski, 64 Alden Road, addressed the
Council and strongly emphasized that she would like
lights at the football field. She feels that once the
project is bonded, it will pay for itself.
Mr. Bradshaw Smith, 23 Ludlow Road, would like to
see the reinstitution of a Park Superintendent. Many
of the parks and open spaces are in appalling
condition. They have been neglected or mismanaged for
many years now. He would also like public comment at
the beginning and end of every budget session. It is
in his opinion, that it is the best way to increase
public input into the budget process.
Mr. Adam Gutcheon, 230 Windsor Avenue, spoke to the
Council. It is in his opinion that the quality of
education suffered during the recession in 1991. He
hopes that the quality and quantity of services
offered to students will not decline in these economic
times. He wants the Council to take into consideration
that the fate of the town depends greatly on the
school system.
Mr. Steve Hawes, 444 Lantern Way, noted that the
BOE is being careful to target certain initiatives.
The Superintendent is trying to be creative in the
budget process. There is one proposal for a position
that will be split between the Challenge program and
Algebra program at Sage Park School. Both programs are
important. The new position being created is at the
expense of another position. He hopes the Council
gives good thought to the budget process.
Mayor Trinks adjourned the meeting at 7:32 p.m.
Respectfully submitted,
Kristin Countryman
Clerk of the Windsor Town Council
