Present: Mayor Trinks, Deputy Mayor Curtis, Councilor
Broxterman, Councilor Dean, Councilor Ellingwood,
Councilor Jepsen, Councilor Mulligan, Councilor Simon
and Councilor Walker
Mayor Trinks called the Public Hearing to order at
6:15 p.m. to hear budget requests from citizens for
Fiscal Year 2004/2005 budget.
Public Comment
Mr. Bradshaw Smith, 23 Ludlow Road, addressed the
Council regarding the budget. He noted the lease for the
Wilson Library and its requirement for a separate
enterprise fund for the leased premises and commented
that there is no enterprise fund in the budget.
He questioned whether the Windsor Library Expansion
would begin in early 2005. The public is getting mixed
signals of what library services will be during the
transitional period of a temporary library. He objects
to the concept of storing items at Wilson Library.
Under Safety Services, page F-7, there is an item for
$82,537 for the Police Athletic League (PAL). It is his
understanding that it is a 501(c) organization, not a
public safety function or a law enforcement function. He
suggests moving it to Community Services or another
portion of the budget. Capitol Region Council of
Governments and the Greater Hartford Transit District on
page P-10 have not started their budget process yet, so
where did we get the information for the increase in
their budgets. Mr. Smith noted a 320% increase in
appropriation for SummerWind and he finds that obscene.
It’s an organization run by well meaning people, but
there is not a professional management team there. Until
there is a professional management team there, he cannot
support the increase.
The Public Hearing was adjourned at 6:26 p.m.
