Windsor Town Council
Council Members Present: Mayor Hogan, Deputy Mayor Curtis, Councilman Graff, Councilman Haverstock, Councilman Lydecker, Councilman Pacino, Councilwoman Ploszaj, Councilman Ristas, Councilman Trinks
Mayor Hogan called the special meeting to order at 8:45 a.m. Finance Director Cunningham gave an overview of the proposed budget calendar for FY 1999-2000, to be adopted at the Councils Special Meeting on January 11, 1999. 3. Consideration of Budget Format Town Manager Churchill and Finance Director Cunningham explained the proposed budget format. Deputy Mayor Curtis made a motion seconded by Councilman Trinks to accept the budget format presented by the Town Manager (see attached) describing service units and departments, and programs by expenditure categories, funding sources and personnel requirements. The Town Manager has discretion to describe the products and services and whether the products and services shall be accompanied by expenditure estimates. The Town Manager also has discretion on the number of service units and major categories. In addition, there will be a town-wide budget described by expenditure category. The motion passed 9-0-0. Following this motion, Finance Director Cunningham, Budget Analyst Freund, Assistant to Town Manager LaFortune and Assistant to Town Manager Hart retired from the meeting.
