Resolution Designating May as Older American’s Month and May 9-15 as Senior Center Week in Windsor Council member Graff read a Resolution Designating May as Older American’s Month and May 9-15 as Senior Center Week in Windsor b. Resolution Designating May 5, 1999 as National Day of Prayer Council member Ploszaj read a Resolution Designating May 5, 1999 as National Day of Prayer c. Resolution Honoring Nicholas Giorgio Council member Graff read a Resolution Honoring Nicholas Giorgio and declared May 10, 1999 as Nick Giorgio Day in Windsor which is his 90th birthday d. Resolution Honoring the 1999 Windsor High School Boys Basketball Team Council member Pacino read a Resolution Honoring the 1999 Windsor High School Boys Basketball Team and gave awards to Coach Smith, the assistant coaches and the basketball team players. Council member Graff made a motion, seconded by Council member Ploszaj, for a short recess at 7:50 PM. The Motion Passed 7-0-0. The Council reconvened at 8:15 PM. 5. PUBLIC COMMUNICATIONS AND PETITIONS Paul Gianpolo, 15 Harvest Lane, discussed the laser tag event planned for Father’s Day and asked that the event be canceled because "shooting" at ones father is inappropriate behavior. Jacqueline Gilman, 77 Capen Street, said the flag on the town green had not been lowered to half staff on Memorial Day during 1997 and 1998. She complained that staff trivialized her pleas regarding the American Flag. Josh Cohen, 56A Maple Avenue, expressed appreciation for the WHS basketball team. He discussed the lights on Route 305. He said the Council does a great job. He asked the Council to enforce the ADA handicap codes in Windsor. 6. BOARD OF EDUCATION REPORT No representative was present. Council member Trinks made a motion, seconded by Council member Graff, to move item 12 a. to this point in the meeting. The Motion Passed 7-0-0. 12. a. Economic Development Commission Annual Report to Council Mr. Ray Donahue, Chairman of the Economic Development Commission, read a list of the Commission members for the Council. The Commission meets every other month, and more often at Harry Freeman’s request. A new program has been initiated to work more closely with the companies in Windsor. 7. TOWN MANAGER’S REPORT Road Projects Update 1) The Department of Transportation has notified us that they will be repaving Bloomfield Avenue starting May 5, 1999 through May 13, 1999. This includes both milling of the existing pavement and paving from Court Street in downtown Windsor west to Route 187 in Bloomfield. Parking will not be allowed on Bloomfield Avenue during these operations. 2) It is expected that DOT will activate the new signal at Bloomfield Avenue and Pigeon Hill Road within the next three weeks. 3) Also within the next two weeks, DOT’s contractor will be starting the pavement reclamation work on the Prospect Hill Road project which extends from Day Hill Road past Lochview Drive. This construction is expected to be completed this summer. 4) The pavement repairs to Joshua Hill Road are expected to begin the week of May 2, 1999, and be completed within 2 weeks. One lane will remain open during this period. 5) On April 26, 1999, the Town purchased the property at 83 Mack Street, and simultaneously swapped this property for 103 Mack Street. This will allow the road reconstruction project to proceed. We have also accepted a bid for the Town-owned land at 22 Mack Street and will close on this property next month. New Coordinator for Northwest Park I am pleased to announce that we have a new coordinator at Northwest Park. Catherine O’Donnell is pursuing a doctoral degree in recreational management at UCONN, where she also earned a masters degree in recreational management. Catherine also holds a bachelors degree in recreation and park administration from Western Illinois University. Cathy has held several positions in the public and private sector, including Assistant Manager of Revenue Facilities for the Village of Oak Park in Illinois. We are very pleased to have Cathy as a part of our Northwest Park Team, and warmly welcome her to our community. In Other Northwest Park News… Nature Camp signups have hit record numbers for the first week of registration. Spaces are still available and registration will continue this week. ESPN To Visit Windsor I am pleased to announce that Windsor has been selected as a featured location for an upcoming television episode of "Fly Fishing America", an outdoor fishing program on ESPN. (ESPN is the largest cable company in the world and a leader in sports broadcasting) Producers will be shooting the program in Windsor from June 4 - 7th, and will feature a side story on our community during the show. We are excited to note that their visit coincides with the "Discover Windsor’s Trails Day" on June 5th, and the producers will be filming portions of the town event for the ESPN program. Employee Health & Fitness Week A Huge Success Last week, Windsor’s Health & Fitness Committee held its third annual health & fitness week for employees. Activities included ½ hour sessions with a Personal Fitness Trainer, a herbologist presentation, employee basketball, a diabetes seminar, healthy lunch walks and an employee health fair which included blood pressure checks, body fat composition, glucose testing and cholesterol checks. Benefits of past programs have made a positive impact on the town's workers compensation costs. Thanks to committee members Holly Holt, Charles Petrillo, Red Smith, Sharon Enot, Barbara Tolve-Silver, and Scott Kuhnly for organizing the week’s events. YES Team Family Events Update Over 1,000 people attended the first annual "Clown Day" held this past Saturday on the Town Green. This fun-filled family activity included face painting, magic tricks, colorful costumes, jokes and cotton candy. Thanks to Youth Enrichment Services for sponsoring the event. Please join us this Saturday, May 8th, as Youth Enrichment Services, in conjunction with Riverfront Recapture, hosts the third annual Youth Fishing Derby for kids up to 15 years old. This free family event will be held from 8am - noon at the Bissel Bridge boat launch on East Barber Street. Call 285-1990 for more information. 8. Council member Lydecker-- said he understands Mr. Gianpolo’s concerns regarding laser tag, however, he has played laser tag with his son and wife and had a lot of fun. Council member Pacino-- complimented staff on a recent Windsor brochure. He was proud of the basketball team tonight and noted that 6 kids he previously coached were on the team. He congratulated the Windsor Island Girls for a successful excursion in Washington DC. He said Council member Trinks was appropriately the first in line at the Clown Day celebration. Council member Ploszaj -- none. Council member Trinks--Clown Day was a fun celebration for families. He wished the clerk of the probate court a happy birthday on Thursday. He commended the people involved regarding the recent duckling rescue. Deputy Mayor Curtis -- reminded voters of next Tuesday’s vote on the Town Budget. He appreciated Mrs. Gilman’s comments, however, he indicated there was no attempt to trivialize the issue by staff. 9. An Ordinance amending the Town of Windsor Code - Chapter 14 by adding Article X Council member Graff made a motion, seconded by Council member Ploszaj, to table the item of An Ordinance amending the Town of Windsor Code - Chapter 14 by adding Article X. The Motion Passed 7-0-0. b. An Ordinance Amending the Windsor Code to Replace the Terms "Director of Public Safety" and "Public Safety Director" with the Terms "Town Manager" Council member Graff made a motion, seconded by Council member Ploszaj, to adopt An Ordinance Amending the Windsor Code to Replace the Terms "Director of Public Safety" and "Public Safety Director" with the Terms "Town Manager". The Motion Passed 7-0-0. c. An Ordinance Amending Chapter 10 Section 10-3 (Appointing Authority for Library Board) Council member Ploszaj made a motion, seconded by Council member Haverstock, to accept the Ordinance Amending Chapter 10 Section 10-3 as approved by the Town Attorney. Payment for Disposal of Contaminated Soil Town Manager Churchill recommended that this item be referred to the Finance Committee. Council member Graff made a motion, seconded by Council member Ploszaj, to refer this item to the Finance Committee. The Motion Passed 7-0-0. c. Classification Plan Amendment - Director of Family Services Town Manager Churchill said the position is to head up all of the ‘quality of life’ programs. The position is redesigned and replaces the vacant Recreation Director/Youth Services Director slot which is not a new position and is budgeted for from the General Fund. Council member Graff made a motion, seconded by Council member Ploszaj, that the Classification Plan of the Town of Windsor be amended to add the class specification Director of Family Services Dated May 3, 1999 in Grade 3 of the Administrative Pay Plan. The Motion Passed 7-0-0. d. Clarification of Resolution Concerning Presentation of Town Budget Council member Graff made a motion, seconded by Council member Trinks, to amend the motion made at the April 26, 1999 budget meeting which stated "Council member Graff made a motion, seconded by Council member Trinks to hold an informational Town meeting on May 10, 1999 at 7:00 PM in the council Chambers" -- Council member Graff said, in order to clarify the intent of the Council, the motion should be amended by substituting the word ‘Special’ for the word ‘Town". Council member Graff indicated his preference would be for public comment format following a staff presentation. Council member Haverstock said the ideal thing is to hear from the voters at the meeting rather than any debate by council members. The Motion Passed 7-0-0. 13.
