PRESENT- Mayor Hogan, Deputy Mayor Curtis, Council member Graff, Council member Lydecker, Council member Ploszaj, Council member Ristas and Council member Trinks Public Hearing to Hear Comments on Renaming a Section of Pigeon Hill Road as Marshall Phelps Road Steve Kosofsky, Windsor Town Assessor, referred to his memo of 6/7/99 contained in Council members packets. It is necessary to change 5 property addresses due to recent construction on the realignment on Marshall Phelps Road and the new intersection with Pigeon Hill Road. There was no public comment. The public hearing adjourned at 7:08 PM.
Windsor Town Council Council Chambers - Town Hall June 7, 1999 Public Hearing Minutes Mayor Hogan called the public hearing to order at 7:15 PM. PRESENT- Mayor Hogan, Deputy Mayor Curtis, Council member Graff, Council member Lydecker, Council member Pacino (arrived at 7:19 PM), Council member Ploszaj, Council member Ristas and Council member Trinks Public Hearing To Hear Comments on Renaming Pigeon Hill Road Extension Steve Kosofsky again gave a brief overview. He said if the aforementioned change in road- name occurs, then it could create a second discrepancy. The road directly opposite the section of Pigeon Hill Road previously discussed, on the south side of Bloomfield Avenue, is known as Pigeon Hill Road Extension. By making the previous change, a situation will arise where Pigeon Hill Road Extension will be opposite a newly named Marshall Phelps Road. He discussed a number of appropriate suggestions for naming the street, noting he spoke with staff and street residents and came up with a recommendation to change the street to Ezra Silva Way. There was no public comment. The public hearing adjourned at 7:20 PM.
Windsor Town Council Council Chambers - Town Hall June 7, 1999 Minutes Mayor Hogan called the regular meeting to order at 7:35 PM. 1. ROLL CALL - PRESENT- Mayor Hogan, Deputy Mayor Curtis, Council member Graff, Council member Lydecker, Council member Pacino, Council member Ploszaj, Council member Ristas and Council member Trinks 2. PRAYER - Council member Lydecker 3. PLEDGE OF ALLEGIANCE - Council member Lydecker 4. RESOLUTIONS AND AWARDS a. Resolution Honoring the Windsor High School Jazz Ensemble Mayor Hogan and Deputy Mayor Curtis presented a resolution to Mr. Doug Mayor. b. Certificates of Appreciation for WHS Students for Service on Boards and Commissions Mayor Hogan gave Certificates of Appreciation to a number of high school students for their service on Boards and Commissions. c. Flag Presentation from the Daughters of the American Revolution Mrs. Gilman presented a new flag to Mayor Hogan. 5. PUBLIC COMMUNICATIONS AND PETITIONS None. 6. BOARD OF EDUCATION REPORT Fidelia Lane was present and noted that an extra meeting was held last Tuesday to meet with the principals to hear from them how the new programs are working. She said she is very impressed in the new programs. Deputy Mayor Curtis made a motion, seconded by Council member Trinks, to move item 12 a. to this point in the agenda. The Motion Passed 8-0-0. 12.a. Historic District Commission Annual Report Mary Ann Pleva, Chairperson since 1998, gave the report. There are no vacancies on the Commission that meets once a year in June and as needed thereafter. The district is approximately 7 miles long and contains about 70 buildings. She attended the 1998 statewide annual historic commission meeting last October. There is information on the web site on the Historic Commission. They are presently putting together a booklet. 7. TOWN MANAGERS REPORT In response to the extreme hot weather we are experiencing, the YES Team has announced that special open swim hours have been added at Welch Pool. Tomorrow, (6/8) the pool will open from 3 - 6pm for the enjoyment of our hot customers. In circumstances such as this, we monitor the weather on a day to day basis and schedule special openings accordingly. Updates will be provided through school announcements, newspapers, WIN TV and the recreation info. line at 285-1988. June is Dog Licensing Month! Connecticut State Statutes require that all dogs be licensed each year prior to June 30th. You may license your pet in the Town Clerks Office anytime Monday through Friday, 8 a.m. to 5 p.m., and Tuesdays until 8 p.m. In honor of Windsors "best friends", the ever-popular "Just for Fun" dog show will be held June 30th on the Town Green. Registration begins at 5:30 p.m. and the Dog Show starts at 6:30 p.m. All canine participants must be licensed, and stuffed animals are more than welcome to attend! Every dog wins a prize! Police Explorers Get Top Honors Members of the Windsor Police Explorer Post 340 recently received awards during Law Enforcement Stations Day, a competition held at the CT State Police Academy. Awards were received in the categories of Suspicious Person; Traffic Stop; Motor Vehicle Accident Investigation; Mountain Bike; Career Development; Physical Agility; Firearms, as well as 2nd place overall. Congratulations to the following Windsor award recipients: Senior Explorer Mike Tustin; Explorer Sergeant Terrence Greaves; Explorer Sergeant Lauren Makowski; Explorer Corporal Jen Riley; Explorer Corporal Kyle Benson; Explorer Jason Colla; and Explorer Mike Howard. Windsor Staff Honored for Community Service Congratulations to the Windsor Partnership and Chief Kevin Searles, who received the Archer Memorial AME Zion Churchs David A. Gaither Community Service Award on Saturday evening. Chief Searles was honored for his active involvement with Windsor Youth and families and for the establishment of the Partnership Program, a mentoring service for youth in the Windsor community. Windsor Household Hazardous Waste Day 1999 was held Saturday, June 5th at the MDC Water Pollution Control Plant. 325 households participated by dropping off 3,250 gallons and 6,500 pounds (or 3.5 tons) of hazardous waste. Types of waste collected included: pesticides/insecticides, garden chemicals, oil-based paint, turpentine, anti-freeze, aerosols, cleaning compounds, and much more. Thanks to the Windsor Conservation Commission, the Windsor League of Womens Voters, and the Community Health Services Team for their volunteer efforts throughout the day, and for their dedication to protecting our environment. Public Lands, Roads and Facilities Update This week, our summer overlay program begins with paving of the following roadways: Alden Road, Remington Road, Nook Farms Road and Gloria Street. Due to last months humidity and heavy rains, the Parks Team has been working some overtime hours to keep up with roadside mowing. Road Projects Update 1) Prospect Hill Road: The contractor has reclaimed the asphalt and started reconstructing the northern half of the road in the vicinity of Huckleberry Road. Due to relocation of a gas main, paving of this section wont start until next week. The entire project is scheduled for completion this summer. 2) Pigeon Hill Road. The signal light at the intersection of Bloomfield Avenue is scheduled to be operational this Thursday. 3) Capen Street. The drainage and overlay work on Capen Street, from Crest Drive to Windsor Avenue, is planned for July, after school is out of session. 4) Kennedy Road. Staff has visited many of the residents in the vicinity of the proposed traffic circle at Pierson Lane and Kennedy Road. We have received the final design for reconstruction. 5) Mack Street. We have completed the sale of the remnant parcel at 22 Mack Street, as approved by the Council. 6) Pleasant Street. Responses to our request for proposals for design of the reconstruction are due June 17, 1999. 7) Maple Avenue. The MDC contractor recently completed the permanent repairs to the road. Public Lands, Roads, and Facilities will begin the prep work this June, including reshaping of the crown, and then will begin to overlay the road in July. Windsors trails came alive on Saturday, June 5th with bicyclists, paddlers and walkers in honor of National Trails Day. The event was packed with trail-blazing activities, including a ribbon cutting ceremony for the new trail marker, the Second Annual Discover Windsor Bike Tour, the Farmington River Water Trail trip, and the Discover Windsor River Trail Walk. In addition, Barts Drive-In hosted a post-tour celebration party with live music from Souled-Out. Thanks to First Town Downtown and Town of Windsor staff for making this event so successful! Connecticut Light and Power Update CL&P alerted the Town today that the Power Company is experiencing a 5% load reduction. This means that electrical items are running at 5% less power than what is normally utilized. If the power shortage continues to worsen, CL&P will begin load shedding. This would cause sections of town to lose power on two-hour intervals. This report is just a precautionary measure; CL&P has not needed to shed load at any point over the past two years. However, if you know of someone with a medical condition that requires uninterrupted electricity, please call CL&P at 1 (800) 791-3379. 8. COMMUNICATIONS FROM COUNCIL MEMBERS Council member Graff--none. Council member Lydecker-- on Sunday he had breakfast at a downtown bistro and complimented the signage. Council member Pacino-- made a motion, seconded by Council member Trinks , to add to the agenda an appropriation for WIN TV - 12. a. 1. The Motion Passed 8-0-0. He noted Windsor was a busy place this weekend and felt Windsor youth should be proud of themselves for their achievements and behavior. Council member Ploszaj -- none. Council member Ristas-- a summit is scheduled for 6/19 and he has passed some comments along to the town manager for his recommendations as to how the summit should be organized and suggested anyone else with suggestions contact the town manager. Council member Trinks-- thanked Matt Hart for a fine job on Memorial Day celebrations and thanked Vinny Oswicki for his quick response to his question regarding the ambulance liability. Deputy Mayor Curtis -- spoke of the excellent music program in the Windsor School System. Mayor Hogan --thanked staff and Mr. Peters for putting together a great Memorial Day. Trails Day was great and had a lot of positive feedback. A town meeting will be held in Manchester on Social Security which will be posted in the building. She congratulated Larry Shea on his retirement and noted his nice retirement party. 9. REPORTS OF STANDING COMMITTEES Health and Safety Committee -- Council member Trinks -- no report. Town Improvements - Council member Lydecker -- a meeting will be held next Monday. Special Projects -- Deputy Mayor Curtis -- will be scheduling a meeting. Finance Committee-- Council member Graff-- no report. 10. ORDINANCES None. 11. UNFINISHED BUSINESS None. 12. NEW BUSINESS a 1. Appropriation of funding for WIN TV Council member Pacino made a motion, seconded by Council member Ploszaj, that $5000 be transferred from General Fund Account: General Services - Unclassified to General Fund Account: General Government - Community Services. WIN TVs director was present and gave an overview. He said they do a lot of calendar announcements and their computers are dated. They cover the government channel, educational channel and an access channel and they would like to devote 3 computers to each channel. The Motion Passed 8-0-0. b. Renaming of Section of Pigeon Hill Road Council member Trinks made a motion, seconded by Council member Ploszaj, that a section of Pigeon Hill Road from the intersection of Marshall Phelps Road to the intersection of Bloomfield Ave. be renamed, Marshall Phelps Road. The effective date for this change would be September 7, 1999. The Motion Passed 8-0-0. c. Renaming of Pigeon Hill Road Extension Council member Ploszaj made a motion, seconded by Council member Trinks, That Pigeon Hill Road Extension be renamed Ezra Silva Lane. The effective date of this change would be September 7, 1999. The Motion Passed 8-0-0. d. Establishment of Windsor Community Matching Grant Program Town Manager Churchill gave an overview for financial assistance to the various sports leagues and community groups in town. Staff recommends the Council initiate a matching grant program of $50,000 to assist community grounds and neighborhoods with small-scale enhancement efforts. He referred to Matt Harts memo dated 6/7/99 in council members packets. Mayor Hogan recommended the phrase town manager or designee be referenced. Council member Ristas asked for a true cost accounting on the additional impact and not just appropriation. Council member Trinks made a motion, seconded by Council member Pacino, that the Town of Windsor Matching Grant Program be referred to the Special Projects Committee. The Motion Passed 8-0-0. e. To Introduce and Act Upon an Ordinance Entitled "An Ordinance Appropriating $910,000 for the Sage Park Middle School Original Building Roof Replacement Project, and Authorizing the issue of $910,000 bonds and notes to finance the appropriation" Donald Cunningham gave an overview. Mayor Hogan asked for a motion to waive the reading of the entire bond. Council member Lydecker made a motion to waive the reading of the entire bond, and Council member Trinks seconded the motion. The Motion Passed 8-0-0. The Mayor called for the introduction of the ordinance to be presented under item 12 e of the agenda. Deputy Mayor Curtis made a motion, seconded by Council member Ploszaj , introduced and read the following resolution: Resolved, that the reading into the minutes of the text of the ordinance entitled "An Ordinance Appropriating $910,000 for the Sage Park Middle School Original Building Roof Replacement Project, and Authorizing the issue of $910,000 bonds and notes to finance the appropriation" is hereby waived, the full text of the ordinance having been distributed to each member of the Council and copies being made available to those persons attending this meeting; and that the full text of the ordinance be recorded with the minutes of this meeting. Upon motion duly made by Deputy Mayor Curtis and seconded by Council member Ploszaj , the aforesaid resolution was adopted by the Town Council as introduced, upon the following roll call vote: Council members voting yes: Mayor Hogan, Deputy Mayor Curtis, Council member Graff, Council member Lydecker, Council member Pacino, Council member Ploszaj, Council member Ristas and Council member Trinks Council members voting no: none. Deputy Mayor Curtis made a motion, seconded by Council member Ploszaj, then introduced the following ordinance, the complete text of which is recorded as an attachment to these minutes: An ordinance appropriating $910,000 for the Sage Park Middle School Original building Roof Replacement Project, and authorizing the issue of $910,000 bonds and notes to finance the appropriation. Donald Cunningham gave an overview of the procedure the Council must follow in order to pass the ordinance. Council member Pacino inquired as to the addition to the school and questioned why this roof wasnt taken care of at the same time the addition was done. Council member Lydecker said this roof was not at that time a problem, noting that this is the original roof. Council member Graff said the Council has a responsibility to maintain the schools because they are public buildings. Council member Pacino asked how this will affect bonding if other projects are to be done; Donald Cunningham said 45% is reimbursable from the State. Bonding will be discussed at the finance committee meeting next week. If it passes in town meeting construction should be started on July 6, 1999. Upon motion duly made by Deputy Mayor Curtis, and seconded by Council member Ploszaj the aforesaid ordinance as adopted by the Town Council as introduced, upon the following roll call vote: Council members voting yes: Mayor Hogan, Deputy Mayor Curtis, Council member Graff, Council member Lydecker, Council member Pacino, Council member Ploszaj, Council member Ristas and Council member Trinks Council members voting no: none. f. To set a Date for a Special Town Meeting to Approve or Disapprove the Aforesaid Ordinance Council member Trinks made a motion, seconded by Council member Ploszaj, introduced and read the following resolution: RESOLVED that a special town meeting be held at the Windsor Town Hall on June 21, 1999 at 7:15, 1999 to approve or disapprove the foregoing ordinance, which ordinance the Town Council recommends be approved. Further RESOLVED, that the Town Manager is authorized and directed to post and publish notice of said Special Town Meeting. Council member Graff made a motion, seconded by Council member Ploszaj, The Windsor Town Manager be authorized to direct the landfill to accept municipal solid waste (MSW) and/or bulky waste originating from either inside or outside of Windsor and Bloomfield through June 30, 2000. The Motion Passed 8-0-0. h. Landfill - Authorization for Change in Tip Fee Council member Graff made a motion, seconded by Council member Pacino, to remove this item from the agenda. PUBLIC COMMUNICATIONS AND PETITIONS Paul Broxterman, 29 Box Turtle Lane, asked the Council for assistance regarding the clubhouse at Clover Street School that is in terrible shape as it has been neglected. There is an asbestos exposure problem that needs to be addressed. The Town Engineer feels it should be replaced rather than rehabilitated. The Windsor Giants Association will assist in fundraising, etc. They depend on the facility for their own fundraising for concessions. They occupy 160 youths in town - football players and cheerleaders. They have been requesting assistance for 4 years. Bradshaw Smith, 23 Ludlow Road, said Poquonock Pool will and has been opened weekends, however, interesting, the others are not open There is no excuse for all three pools not to open at the same time. 16.
