Community Renewal Team - CRT

The Community Renewal Team, or CRT, processes applications for the Connecticut Energy Assistance Program (CEAP) and for the Contingency Heating Assistance Program (CHAP). There is an intake worker for CRT stationed at LP Wilson. This worker is available to assist Windsor residents with their applications.

 

Each year, during the winter months, help is available to households to pay for heating fuel in the form of oil, gas, or electric heat. You may qualify to receive energy assistance through the CEAP or CHAP programs. In order to qualify you must complete an application and the total income and assets for your entire household must not exceed the income and asset limits for the program.

 

Appointments to make an application can be made by calling the main number at CRT which is 860-560-5800. When you call, let them know that you would like an appointment in Windsor.

The Windsor Fuel Bank

The Windsor Fuel Bank is made possible by generous donations made to the Windsor Food and Fuel Bank. The Windsor Fuel Bank is administered by Windsor Social Services.

 

Assistance may be available for emergency energy needs. This can include deliverable fuels such as oil and gas as well as electricity for heat. Grants through this program may vary based on funding availability and the season.

 

To apply for assistance from the Windsor Fuel Bank you need to make an appointment with a caseworker. An application will be completed with you and the total gross income and assets for the entire household must not exceed the income and asset limits for the program.

 

The Windsor Fuel Bank also takes applications for Operation Fuel. Operation Fuel is a private, non-profit program that provides emergency help with energy or utility bills. Grants through this program may vary based on funding availability and the season.

 

To apply for assistance from Operation Fuel you need to make an appointment with a Social Services caseworker. An application will be completed with you and the total gross income and assets for the entire household must not exceed the income and asset limits set for this program.

Utility Assistance Programs

Low-Income Rate Assistance

All gas public service companies are required by statute to operate an arrearage forgiveness program for gas heating customers. Arrearages are forgiven if the customer makes regular payments on this program and makes an initial payment when entering into the program. Eligibility criteria include: arrears of $100 or more that are at least 60+ days overdue, gross income for the entire household of less than 200% FPG (Federal Poverty Guidelines), and have had at least $25 paid toward their bill by an energy assistance program.

 

NUStart

This program is for customers with arrearages on their electric bill with Eversource. Customers can reduce or eliminate their past-due balance if they pay an agreed upon budgeted monthly amount on time, each month. The monthly budget will be based on average annual usage and the arrearage amount. The customer must also make a one-time agreed upon good faith payment in order to start the program. Eligibility criteria include: arrears of $100 or more that are at least 60+ days overdue, gross income for the entire household of less than 60% FPG (Federal Poverty Guidelines).  For more information, please call 1-800-286-2828.

 

Matching Payment Plan (MPP)

Matching Payment Plan is a program available through Connecticut Natural Gas. With this plan CNG may match every dollar paid to the bill to reduce the bill. To qualify for the MPP customers must receive energy assistance through the Connecticut Energy Assistance Program. For more information call 1-860-727-3555.

To qualify for the MPP customers must receive energy assistance through the Connecticut Energy Assistance Program and must make and keep a payment arrangement. Insulation and Weatherization

Conservationmeasures installed under this program include insulation for attics and exterior walls. Also installed are infiltration and hot water measures. These measurers are installed free of charge for qualified customers. For more information call 860-727-3298 or 860-727-3202.
