Connecticut Home Care for Elders Program
The Connecticut Home Care for Elders Program provides personal care and assistance in the home to individuals who are 65 years of age or older. This program is designed to provide assistance to seniors who can live successfully at home with assistance, but not without. There are various levels and types of assistance provided depending on the needs of the individual.
There is an application process and certain set income and asset guidelines must be met in order to qualify. Please call Windsor Social Services at 860-285-1839 for more information regarding this program. A caseworker is available to help you with the referral process for the program.
Elderly Property Tax Relief
If you are 65 years old or older, or if you are on Social Security Disability, you can apply for a reduction in your property tax assessment. You may also be entitled to additional reductions if you are legally blind or a veteran. You must have income under certain limits. Applications can be made at the Assessor's Office in the Town Hall. Applications are taken each year between February 15th and May 15th. Please call the Assessor's Office at 860-285-1817 for more information.
SNAP Program (Food Stamps)
The SNAP program, formerly known as Food Stamps, provides monthly benefits that help low-income households to meet their nutritional needs. Under agreement with the U.S. Department of Agriculture, state public assistance agencies run the program through their local offices. For the Town of Windsor the local office is the Department of Social Services at 3580 Main Street in Hartford. The telephone number is 860-723-1000.
Eligibility for SNAP benefits is based on monthly gross household income and assets. The amount that a household will receive for their benefit will be based on the number of people in the household, income, rent, and utility expenses.

While Windsor Social Services does not administer the program, we can assist you in determining the likelihood that your household is eligible for the benefit. Medicaid (Title 19)
Medical assistance is provided by the State of Connecticut to people who have a very low income and very limited assets. Medicaid acts as medical insurance for the recipient. The assistance that is provided is determined by the individual's age, income, and assets. This program is administered by the State of Connecticut, Department of Social Services. Qualified Medicare Beneficiary Program (QMB)
Qualified Medicare Beneficiary Program, or QMB, is a program for persons who are on Medicare part A and B. With this program, the Government will provide supplemental insurance and/or a monthly refund for the Part B Medicare premium paid by the individual. Also, it may help to lower the prescription costs for people who have Medicare Part D prescription coverage. There is an application to be completed for this program and specified income limits must be met. This program is administered by the State of Connecticut Department of Social Services. While the Town of Windsor does not administer this program, Social Services is available to provide assistance with it. We do have applications available, we can help you to complete and application, and we can help you to determine the likelihood that you would be eligible for this program. If you rent an apartment or home in Windsor, you may qualify for a rebate on the amount of rent that you pay. To qualify for this program you must be 65 years of age or older, or receive Social Security Disability if you are under the age of 65 years. There is an application for this program during which you must provide proof of your annual household income, the amount that you paid for rent and for utilities for the entire year, and proof of disability if applicable. This program is time limited and applications must be made between the months of May and September. This program is administered by the Windsor Housing Authority. Husky is a medical assistance program administered by the State of Connecticut Department of Social Services. Husky provides medical assistance which acts as insurance to families and children and youth up to the age of 19. There are three levels of coverage and most families will be eligible for at least one of them. Eligibility is based on the size of the family and the total household income, and whether or not there is current medical coverage. Charter Oak Health Plan
The Charter Oak Health Plan is a health plan that provides medical and prescription coverage to individuals. This program is administered by the State of Connecticut Department of Social Services. The plan is open to individuals of all income levels over the age of 19 years. There are no asset limits. The premium and deductible is based on the family size and the total household income.
