Town Manager's Report - February 21st, 2017
New Haven/Htfd/Springfield Rail Program - Roadway Grade Crossing Improvements
The Connecticut DOT, through their Contractor, Middlesex Corporation, will be making modifications to the rail crossings at the Island Road, Central Street, East Barber Street, and Meadow Road. These modifications are necessary to install the double tracking for the upcoming passenger rail improvements. It will be necessary to close each of the crossings for a 3-day period, in order to complete the modifications. The closings will occur over weekends. Work on the crossings will be ongoing for several weeks. However, a complete closure will be limited to only one weekend each.
Construction schedules could be effected by weather and other variables, but at this point the DOT has planned these weekend closing dates:
Island Road – April 21 - 24, 2017
Central St. – April 28 - May 1, 2017
East Barber St. – May 5 - 8, 2017
Meadow Road – May 19 - 21, 2017
Batchelder Road – May 8 – August 26, 2017
The Batchelder Road railroad bridge superstructure will also be replaced for the project. Batchelder Road will be closed for the majority of the approximately 4 month construction duration. Traffic will be detoured through Island Road and Central Street during the road closure. It is expected that Batchelder Road will be open during Loomis Chaffee graduation and reunion weekends in late May and early June.
Staff will be working with DOT and the contractor to inform area property owners and the general public about the construction and altered traffic patterns.
MDA #31 Drill
Last Friday Mass Dispensing Area #31 (Windsor/South Windsor) conducted a full scale exercise to test asset transport and the activation and operation of a local distribution site at South Windsor High School.
Representatives from both Windsor and South Windsor’s health, public works, police and board of education departments participated in the drill together with the MDA #31 team members from both towns.
Second Budget Workshop Will be Held March 2
Our second budget workshop concerning the preparation of the 2017 - 2018 budget will be held on Thursday, March 2nd from 6:30 PM to 8:30 PM here at town hall. The meeting is planned to be an informal and interactive gathering that will provide residents with an opportunity to hear an overview on the upcoming fiscal year 2018 budget process. Those in attendance will have the opportunity to offer their thoughts on how to prioritize spending while meeting the needs of the community with the budget that will take effect on July 1, 2017.
A third budget workshop will be held March 28th. In late April and early May, community budget forums will be held throughout town sponsored by the League of Women Voters and CTVotes.
