Governor Lamont’s Executive Order No.7H “Stay Safe, Stay Home”
Monday, March 23, 2020
In another critical step in Connecticut’s ongoing effort to minimize the spread of COVID-19, Governor Lamont issued the “Stay Safe, Stay Home” Executive Order 7H requiring businesses to suspend in-person operations for all non-essential functions effective at 8:00pm on Monday, March 23, 2020 through April 22, 2020.
Town Hall and Facilities Closed to the Public

Town Hall and other facilities will remain closed to the public through at least April 22, 2020 per the Governor’s ‘Stay Home, Stay Safe Initiative’ except by appointment for essential services only.
The Town of Windsor is asking our community to help reduce the spread of the novel coronavirus (COVID-19) and protect our residents, especially those most vulnerable. The Town has closed the following facilities and cancelled all programs and activities through at least Wednesday, April 22, 2020:
- Main Library & Wilson Branch Library
- Senior Center & L.P. Wilson Center
- Community Center at 330 Windsor Ave
- Caring Connection Adult Day Care Program
- Public Works Facility at 99 Day Hill Road
- Northwest Park Nature Center and Tobacco Museum and Archive Buildings
- Windsor Montessori and Discovery Center
- Town Hall
The Transfer Station will be open during its regular hours.
Please call the department with which you need to do business as we have modified operations to appointment only for essential services. If your request is deemed essential and cannot be conducted electronically or rescheduled for a later date, a staff member will make an appointment with you.
We encourage residents utilize our e-government or online services at www.townofwindsorct.com as well as contacting town departments. We may be able to help you complete your business remotely. This will save you a trip and help ensure individual and community health.

Governor Lamont’s Executive Order No.7G

Under Governor Ned Lamont’s Executive Order No. 7G effective at 8:00pm on Friday, March 20th 2020 barbers, hairdressers and cosmeticians, nail technicians, electrologists, estheticians, eyelash technicians, spas, kiosks, beauty shops, and tattoo and piercing establishments throughout the State will be closed.
Public Gatherings

Under Governor Ned Lamont’s Executive Order No. 7D previously enacted prohibition all large gatherings has been revised to a capacity of 50 people. This includes; community, civic, leisure, sporting events, parades, concerts, festivals, plays or live performances, conventions, as well as religious, spiritual, or worship gatherings effective through April 30th 2020.

Town Hall and facilities will be closed to the public as of 8:00am on March 19, 2020 except by appointment for essential services only.

Food Establishments to Cease Dine In Services

In efforts to protect customers and employees as COVID-19 cases continue to rise, Governor Ned Lamont has ordered food establishments to cease dine in services effective March 16th at 8:00pm. Food establishments are allowed to continue providing food to customers via takeout, drive-thru, curbside pickup and delivery.

Town of Windsor: COVID-19 Update

The State of Connecticut has seen its first few diagnosed cases of the novel coronavirus (COVID-19). While these cases have not directly affected the Town of Windsor it is imperative that we help slow the spread of COVID-19 through social distancing.
As part of our emergency action plan to mitigate the spread of the Coronavirus, the Town of Windsor announces the following closings and cancellations.
- All public events on town-owned property, or sponsored by the town with an expected attendance of more than 100 people are canceled through Sunday, April 5th. In the next 2 weeks we will evaluate whether to extend this action beyond April 5th.
- The Caring Connection Adult Day Care will be closed beginning Monday, March 16th and reopening on Monday, March 30th.
- The Senior Center will be closed and all programs will be canceled beginning Monday, March 16th and reopening on Monday, March 30th. Senior meal services will continue under a delivery/pickup model. Dial-A-Ride transportation will be accessible for urgent medical treatments (i.e.; dialysis or chemotherapy). Senior Center staff will work with participants to ensure that people are signed up for the appropriate service.
- The L.P. Wilson Community Center and the Community Center at 330 Windsor Avenue will be closed. Recreation programs at both facilities will be canceled beginning Monday, March 16th and reopening on Monday, March 30th. We are making plans to have the Food Bank and associated services available.
- Both the Main Branch Library and Wilson Library will be closed as of Monday, March 16th and reopen on Monday, March 30th

While these actions may be disruptive it is important to reduce the risk of COVID-19 from spreading. Please continue taking care of yourselves and your families. Wash your hands well and frequently. Use hand sanitizer with at least 60% alcohol content. Avoid touching your face and cover your cough or sneeze. If you are feeling sick please stay home.
