Windsor’s Community Development team solicits and administers fund promoting neighborhood reinvestment. We provide grant administration, planning and implementation and staff support. Currently, four programs are underway that will be of interest to Windsor residents.
Fair Housing & Civil Rights
The Town of Windsor is fully committed to furthering fair housing and civil rights laws. Please find the attached links to various documents pertaining to fair housing and civil rights.
Housing Rehabilitation Program
The Town of Windsor, through its Housing Rehabilitation Program, offers financial and technical assistance to eligible property owners for the rehabilitation of residential properties. The intent of the program is to preserve the Town’s housing stock, help provide decent and safe housing for low/moderate income residents, improve energy efficiency and encourage neighborhood reinvestment. Funding for the program is provided through the federal Community Development Block Grant (CDBG) Program, which is administered by the State of Connecticut’s Department of Housing and, at the local level, through the Town of Windsor’s Office of Community Development (OCD). Small Business / Micro-Enterprise Loans
This program provides low interest loans for small businesses and can
cover land acquisition, site improvements, purchasing an existing
building, remodeling, machinery or equipment purchases and working
capital. The intent of the program is to help Windsor businesses create
jobs for Windsor residents.
