Background: The “Clean and Green Windsor” program provides town residents with the opportunity to contribute to the beautification of Windsor by picking up stray litter/debris in local parks, roads, walking paths, and other areas in need of a little tender loving care (TLC).

  • Spot exemptions include state roads, areas with negligible quantities of litter, overly busy/dangerous roads/areas. The Town of Windsor holds ultimate spot assignment decision authority with preference indicated by the adopting group during the application process.
  • Minimum activity for Clean and Green Windsor placements is two times/year.
  • Adult supervision of children under the age of 16 is necessary at all clean-up events.
  • Clean and Green Windsor assignments are good for a period of two years with an opportunity for renewal at the end of the time period. Clean and Green Windsor assignments can be immediately revoked due to failure to abide by safety guidelines, the application agreement, minimum clean-up requirements, and other just cause.
  • All participants (and guardians for underage participants) must read, sign, and submit the safety, liability, and photo release form prior to their first clean-up event.
  • The Applicant must contact Windsor Department of Public Works (DPW) at least five business days prior to scheduled spot clean-up to arrange supplies pick-up and inform them of the scheduled clean-up date. The DPW is responsible for providing high visibility safety vests, garbage bags, and litter pick-up sticks.
  • Unused equipment should be returned to the DPW within five business days of litter pick-up. DPW will collect all filled garbage bags and other debris. Please call 860-285-1855 after clean-up completion to report the location of bags and items to be collected.
  • The Applicant is encouraged to complete and submit a post clean-up reporting form online within 48-hours of each clean-up event. Applicants are invited to attach pictures taken during the clean-up event to the post clean-up reporting form for use by the Town of Windsor Public Relations and Public Works departments.
  • The Town of Windsor will provide participating groups with a certificate of recognition after their first year of successful spot adoption. Group names will also be listed on the Town of Windsor Clean and Green website to recognize their efforts.
  • Participants are encouraged to separate and redeem bottle deposits on recyclables collected during their pick-up.
