Windsor’s Town Manager
Windsor’s Town Manager Peter Souza joined the Town of Windsor in 1999 and has served as Town Manager since 2004.
From 1992 to 1999, he was Assistant City Manager for the City of Olathe, Kansas. A Massachusetts native, Peter gained project management, budgeting, capital planning and community engagement experience through positions with the Town of Barnstable, Massachusetts and non-profit housing development organizations in Worcester.
During his tenure as Town Manager, Peter has developed a number of resident communications initiatives, including annual budget workshops, an annual resident satisfaction survey and a Citizen’s Academy where residents learn about how their town government works. Additional publications such as the Citizens Guide to the Windsor Town Budget and Budget in Brief documents exemplify Peter’s community outreach and public education efforts. He has also worked to streamline the economic development process and involved the Windsor Public Schools more closely in the budget development process.
Peter earned a bachelor’s degree in Urban Studies from Worcester State College in 1985 and a master’s degree in Public Administration from the University of Kansas in 1994. He is a member of the International City/County Management Association and the Connecticut Town and City Management Association. He and his wife, Lisa, are Windsor residents.
