Windsor’s residential zones are single-family residential zones and as such, do not typically allow two-family or multi-family homes unless they pre-existed before the Zoning Regulations prohibited them.
In limited areas of Windsor Center and Wilson, single-family homes can be converted to two-family or multi-family homes, professional offices or a combination of the above by Special Use Permit from the Town Planning and Zoning Commission, provided that certain criteria are met.
